Cleveland is not one snow problem. The near west side is pre-1900 lots and long driveways to rear garages; West Park is postwar and suburban; the far east side sits close enough to the snow-belt line that the frequency changes. One ordinance covers all of it, and it is stricter than most people think.
Every address on this page is inside the City of Cleveland, so one rule governs all of them: Codified Ordinance § 507.13 requires the sidewalk cleared before 9:00 a.m. each day — not within 24 hours, whatever several local outlets report. If clearing it is impossible, it has to be covered with ashes, sand or similar so it can be walked on. The city may clear it and bill the owner, and an unpaid charge is certified to the County Auditor, where it acts as a lien on the property.
One honest caveat about numbers. Cleveland proper has exactly one reporting point in the NWS community tables, and it is Old Brooklyn. No other neighborhood in the city has a published snowfall figure, so none is quoted on these pages. Old Brooklyn measured 36.9 inches in 2019–20 and 34.6 in 2018–19; Cleveland Hopkins carries the 30-year normal of 63.8 inches a year.
Rear-alley access, shared and mutual driveways and deep-set detached garages are widely described locally as characteristic of particular Cleveland and Lakewood neighborhoods. No citable source for that was found, so no page here pins it to a named neighborhood or attaches a percentage to it. What is described instead is the built pattern across the city’s pre-1960 stock, which is registered and defensible.
Likewise there is no published median year of construction per neighborhood on this site. The right source for that is the Census Bureau’s own table, and until someone pulls it, this site says “largely pre-1960” rather than a figure it did not verify.
Say the neighborhood, the driveway length and where the garage sits. The 9 a.m. sidewalk rule applies wherever you are in Cleveland, so mention the frontage too.
