West Park is the most suburban part of Cleveland — wider lots, more attached garages, more 1950s stock than the near west side — but it is still inside the city, so the 9 a.m. sidewalk rule and the three-to-four-day plow cycle both apply here exactly as they do downtown.
That combination is worth understanding before you buy. The driveway is usually the easier geometry out here, which pulls a quote down; the city ordinance and the size of the city’s plow route are unchanged, which is what the quote has to work around.
Three to four days to cover 3,000 lane miles means that on a large storm the street is not what your contractor is racing. Your driveway will very likely be clear well before the road in front of it is, and a contract written on that assumption is a realistic one.
Every address on this page is inside the City of Cleveland, so one rule governs all of them: Codified Ordinance § 507.13 requires the sidewalk cleared before 9:00 a.m. each day — not within 24 hours, whatever several local outlets report. If clearing it is impossible, it has to be covered with ashes, sand or similar so it can be walked on. The city may clear it and bill the owner, and an unpaid charge is certified to the County Auditor, where it acts as a lien on the property.
The city’s own operation is the other half of the picture, and it is published: plowing starts at 2 inches, mains and secondaries first; the city runs roughly 3,000 lane miles and says it takes three to four days to plow the whole city; it uses over 22,000 tons of salt and 23,000 gallons of liquid de-icer in a season and pre-treats six to eight hours ahead. Snow emergencies run in three categories — Category 1 “use caution,” Category 2 “hazardous roads, necessary travel only,” Category 3 “emergency vehicles only.” There is a plow tracker on a 15-minute delay and 3-1-1 for reports.
One honest caveat about numbers. Cleveland proper has exactly one reporting point in the NWS community tables, and it is Old Brooklyn. No other neighborhood in the city has a published snowfall figure, so none is quoted on these pages. Old Brooklyn measured 36.9 inches in 2019–20 and 34.6 in 2018–19; Cleveland Hopkins carries the 30-year normal of 63.8 inches a year.
