Insurance and Workers’ Comp for Ohio Snow Contractors

Ohio is one of a small number of monopolistic workers’ compensation states. Coverage cannot be bought from a private insurer here — it comes from the Ohio Bureau of Workers’ Compensation or it does not exist. That single fact changes what a certificate of insurance means in this state.

Workers’ Compensation

Only From the State, and Required From the First Employee

In Ohio, workers’ compensation coverage is available only through the Ohio Bureau of Workers’ Compensation. A private policy from a commercial insurer does not substitute for it, which means a certificate showing workers’ comp from an out-of-state carrier is not the coverage Ohio requires.

Every business with even one employee, including part-time, must carry it. A sole proprietor with no employees is not required to cover themselves.

There is a classification trap worth knowing about on both sides of the hire. Treating a worker as an independent contractor while controlling their hours, their materials, their routes and the quality of their work makes that person an employee for these purposes, and an employee requires coverage. Snow removal, with its dispatch lists and fixed routes, is exactly the kind of work where that line gets crossed casually.

General Coverage

What Snow Contractors Here Actually Carry

What this page will not do is quote a “standard” limit. You will see “$1 million general liability is the norm in Ohio” repeated across the internet. It could not be traced to a primary source — not to a trade body, not to a survey, not to a published bid spec — so it is not asserted here. If you are letting a commercial contract, the limit that matters is the one your property manager or lender specifies, and that is where to get the number.

One Local Mandate

Cleveland Heights Requires “Continuous Insurance”

Chapter 751 § 751.04 requires commercial snow removal contractors working in Cleveland Heights to carry continuous insurance, alongside the permit and the $10,000 bond. The limits that section specifies could not be verified — the code library redirects deep-linked sections and the city site blocks automated access — so this site publishes none, and the number to call for the current requirement is the Cleveland Heights Building Department on 216-291-4900. Everywhere else in this metro, insurance is a private arrangement between you and the contractor, because Ohio issues no snow removal license and no other municipality found here registers the trade. What Ohio licenses →
