Almost nobody in this market publishes a price. One Cleveland contractor does, and this page runs those figures against Willoughby — where the standard is “promptly each day,” which is not the 24 hours people assume and is harder to schedule around. That band is east-side inner-ring pricing, and a snow-belt address would reasonably sit above it. Nobody publishes a belt figure, so this site explains the gradient that moves the number instead of inventing a second set.
Start with the only denominator anybody in this market has actually published. A west-side Cleveland operator plans an average winter around 16 snow removal occurrences; there is no published count of days with two inches or more for this metro, so that contractor’s own working number is what there is. Sixteen pushes at $50 is $800, and $800 sits inside the $550–$1,250 season band.
Then remember whose winter that 16 describes. It is a west-side winter. Out here NWS Cleveland puts a normal season at 70 to over 100 inches, two to three times what the airport records, and a per-push rate multiplied by a snow-belt event count leaves the season band behind quickly. The contract also buys the thing that matters in a week like late November 2024, when two to five feet fell on the belt in five days: route priority.

The city’s own snow page paraphrases this as “within 24 hours.” The ordinance says promptly each day, and the ordinance is the governing text.
Codified Ordinance § 452.16 makes the ban a declared one — the Mayor proclaims a snow emergency, after which no vehicle may be parked on any city street. Vehicles may be ticketed and towed at the owner’s expense. The city publishes a plainer trigger: a parking ban takes effect at 2 inches or more.
Same section: discharging or depositing snow by truck, plow, blower or other snow removal equipment onto any street, sidewalk or highway is prohibited, and snow may not be deposited on any property other than the one it came from. Improper storage makes you liable to reimburse the city within thirty days.
Three published priority tiers: main roads, hills, secondary streets and the police and fire stations first; residential streets and cul-de-sacs second; cemeteries, city lots and named downtown sidewalks third. The city does not treat private residential streets, condominiums or apartments.

That mix matters at quoting time. One address here is a single pass across an apron; the next is a narrow drive the depth of the lot. The city name alone does not tell an operator which one they are pricing.
