(b) “No owner, occupant or person in control of the premises from which snow is removed shall knowingly cause any person, by hire or otherwise, to deposit such snow in violation of this section.” Penalties escalate to a third-degree misdemeanor on a third offense.
Chapter 860, “Snow Plow Operators” — and the permit comes from the Division of Police. Anyone using a vehicle or machine to remove snow from private driveways in the city for a fee must hold one. Fee $10.00 per vehicle, permit period October 1 to April 15, application listing the make, model and serial number of the vehicle. The police division publishes the annual roster of registered plowers.

That geometry is why a per-push price here is not a per-push price elsewhere. A long drive to a rear garage is repeated back-and-blade work with a shrinking place to put the result.
