These figures came from a contractor working the inner ring, which is to say this band. Take them as close to literal here, and as a starting point rather than an answer further east or west.
On the line, the published band is not an approximation of your price — it is your price, or close to it. The $550 to $1,250 figures were set by a contractor working exactly this kind of ground.
Test it against the per-push rate. Sixteen occurrences is what a west-side operator budgets for an average winter; at $50 a push that is $800, which sits in the middle of the band. Neither option is obviously cheaper here, so the choice comes down to which risk you would rather hold. 2022–23 ended at 22.7 inches at Cleveland Hopkins — a season contract would have lost that year. Late November 2024, when two to five feet fell on the belt in five days, is the year it wins.
Codified Ordinance § 660.05: snow and ice off the abutting walk within a reasonable time ordinarily not exceeding 12 hours after the storm abates. And a duty most cities do not impose: commercial and multifamily owners of three units or more must also keep their parking lots and access ways clear. Misdemeanor of the fourth degree.
No snow-triggered ban was located; the city runs a year-round 3:00 to 6:00 a.m. street parking prohibition instead.
§ 660.07 names the homeowner and the contractor in the same breath — “no person, company, contractor, or private snow removal company… shall deposit or cause to be deposited” snow that obstructs a road, sidewalk, driveway, hydrant or another property’s landscaping. Cause to be deposited is the phrase to notice. All of it stays on the premises it came from.
§ 335.15, “Registration of Snow Plow Operators” — and note that it sits in the traffic code rather than the building code. The Director of Public Service registers operators and issues sticker tags. Fee $25.00 annually per vehicle, proof of liability insurance required, and every registered vehicle must carry a yellow flashing light, lit at all times during snow removal.

The same section carries an express disclaimer that the city is not responsible for damage to mailboxes, garbage cans or landscaping in the right of way during plowing.
