Almost nobody in this market publishes a price. One Cleveland contractor does, and this page runs those figures against Moreland Hills — where the plow license comes from the Chief of Police and the client list has to be refiled monthly.

Read the band as a floor rather than a forecast. It was set on inner-ring ground; up here the visit count is higher and the price follows it. No belt-specific figures are published anywhere, and none are invented here.
The arithmetic is worth doing out loud, because in the snow belt it lands in one place. A west-side operator budgets an average winter at 16 snow removal occurrences — his own figure, and the only honest one available, since nobody publishes a count of two-inch days for Cleveland. At $50 a push that is $800, inside the published $550–$1,250 season band.
That 16 is not your number. A normal season in these communities runs 70 to over 100 inches by NWS Cleveland’s reckoning, against 63.8 at the airport, and the gap shows up as visits rather than inches on a page. Per-push billing against that count stops being competitive well before the season ends — and in late November 2024, when the belt took two to five feet in five days at one to three inches an hour, it stopped being competitive in a single week.
Codified Ordinance § 521.06(a): the standard duty to keep sidewalks, curbs and gutters free from snow, ice or any nuisance, with no deadline stated. The penalty as codified is a misdemeanor of the first degree — by a wide margin the most severe sidewalk-snow penalty found anywhere in this metro, and worth confirming with the village before you rely on it.
§ 351.11, self-executing: “When on the traveled or paved portion of any street in the Municipality there is a snowfall of two inches or more standing, a ‘snow emergency’ shall exist and parking on such street or streets shall be prohibited.” Penalties escalate from a minor misdemeanor to a fourth-degree and then a third-degree misdemeanor on repeat offenses within a year. A separate 2:00 to 6:00 a.m. restriction applies year-round unless the police department gives advance permission.
Unlike its neighbors, Moreland Hills’ sidewalk section carries no deposit-of-snow subsection. None is asserted here.

That is the cheap geometry. An attached garage with a short apron in front of it is one pass and done, which is not what an operator gets in the older inner ring, where the drive runs the length of the lot to a garage at the back.
