Almost nobody in this market publishes a price. One Cleveland contractor does, and this page runs those figures against Middleburg Heights — roughly 1,100 senior driveways cleared by the city, and a parking ban that needs the snow and a declaration. Middleburg Heights measured a trace in the late-November 2024 lake-effect event.
Middleburg Heights runs the only senior driveway-plowing program written into an ordinance that this research found. § 927.01 requires the service department to plow for qualifying residents once two inches or more has fallen. Eligibility: 65 or older, living alone or with a spouse of like age, with no other able-bodied person in the building, or holding a Social Security disability determination; proof required, and a consent and release signed. Service comes only after all public street and sidewalk clearing is finished, and the city puts the scale at 1,100 driveways, running December through the end of March.
This is the one part of the metro where per-push deserves a serious look. The 16 occurrences a west-side operator budgets for an average winter is this side’s figure, not a borrowed one, and at $50 a push it comes to $800 against a $550 to $1,250 season band.
The measured seasons back that up. Sheffield Lake, 20.1 inches in 2018–19 — the lowest reading NWS took anywhere in the metro that year. North Ridgeville, 34.0 then 32.0. Westlake, 31.0. At a two-inch trigger, thirty inches over a winter does not generate many visits. Get the per-push rate quoted alongside the season price and multiply it out before you sign either.

No sidewalk snow duty could be located — the city’s sidewalk chapter covers construction, permits and specifications only. That is not found rather than confirmed absent, because the general offenses chapter list would not render, so this site asserts nothing either way.
§ 451.13, and it takes both conditions: two inches must have fallen and the Chief of Police or Director of Public Safety must have declared an emergency. Signs are posted on all streets. A towed car is recoverable only on payment of the towing charges.
