Almost nobody in this market publishes a price. One Cleveland contractor does, and this page runs those figures against Maple Heights — where nothing is due before 9 a.m., and the city’s plow permit reaches onto private property. Maple Heights measured 51.8″ in 2019–20.
Codified Ordinance § 660.05: owners, occupants and persons in control must keep the abutting walk free from snow, ice, slush, dirt and mud — but with a limiter worth knowing: “no sidewalk shall be required to be cleaned more often than once in any one day nor before the hour of 9:00 a.m. next following the fall of any snow.” The penalty is a misdemeanor of the third degree, and each day is a separate offense.

This is the ground the band was set on, so it should need less adjustment here than anywhere else. A belt address would run higher and a far-west one lower — neither is published, and neither is invented here.
The transitional band is where the published numbers actually come from, which makes a quote here the one most likely to land inside $550 to $1,250 with no adjustment either way.
The arithmetic: a west-side Cleveland operator plans an average winter at 16 snow removal occurrences, and sixteen pushes at $50 is $800 — inside the band. So a season contract here is roughly break-even in a normal winter, not a discount, and anyone selling it as savings is selling. What you are actually buying is the spread: 2022–23 finished at 22.7 inches at Cleveland Hopkins, about forty below normal, while a single event in late November 2024 put two to five feet on the snow belt in five days.
§ 660.05 puts the duty on owners, occupants and persons in control, and then limits it: not more often than once a day, and not before 9:00 a.m. following the snow. The penalty is steep for a sidewalk — a third-degree misdemeanor, with each day counted separately.
The city markets a winter parking ban, but the ordinance behind it is a year-round 2:00 to 6:00 a.m. restriction with no snow trigger in its text.
§ 876.03: snow may go only on the parcel it came from or the tree lawn immediately in front of it. It may not be piled within 15 feet of an intersection or of any entrance or exit, and a pile may not block the view of a driver entering or backing out of a driveway. The clause opens with “No person” — so it binds the homeowner as well as the operator.

A small and genuinely useful one: the city’s outdoor power-tool curfew, 9:00 p.m. to 8:00 a.m., expressly excepts powered snow removal equipment. Clearing at 5 a.m. is not a noise violation here.

That shape costs more, and for a concrete reason: a drive running eighty feet back to a detached garage takes repeated passes, and the snow has to go somewhere that is not the neighbor’s.
